Engineering That Turns Raw Land Into Buildable Projects

Development engineering is the core civil discipline that transforms a raw parcel into a permitted, buildable project. For homebuilders, commercial developers, and mixed-use project sponsors in Washington County, it's the engineering work between the surveyor's topo map and the contractor's first day on site. American Consulting & Engineering's licensed PE engineers bring deep experience with Southern Utah's unique terrain, desert hydrology, and regulatory environment to every project we engineer.

Site Design and Grading is the foundation of any development engineering engagement. Our engineers develop grading plans that achieve the required pad elevations and finished floor grades while managing cut-and-fill volumes efficiently, minimizing import and export costs that can make or break a project pro forma. In Southern Utah's uneven terrain — with its dramatic elevation changes, caliche soil conditions, and desert wash drainage patterns — thoughtful grading design is essential to project viability.

Storm Water and Drainage Design is a particular focus in Washington County's high-desert environment. Intense monsoon-season storms concentrate runoff rapidly, and inadequate drainage design can result in flooding, erosion, and regulatory non-compliance. American Consulting & Engineering designs storm water management systems — including detention and retention basins, storm drain pipe networks, catch basins, and outlet structures — to meet Washington County, St. George City, and FEMA standards. We prepare the Storm Water Pollution Prevention Plans (SWPPP) required for all disturbed areas exceeding one acre.

Erosion and Sediment Control planning protects both your project and downstream waterways during construction. Utah's desert soils, while stable when undisturbed, are highly erodible once graded — and the State of Utah Division of Water Quality requires a construction general permit with an associated SWPPP for most commercial and subdivision grading projects. American Consulting & Engineering prepares compliant erosion control plans and SWPPPs as part of our standard development engineering scope.

Infrastructure Layout and Design encompasses the roadway, utility, and access elements that make a development function. Our engineers design subdivision streets, commercial access drives, parking lots, and pedestrian infrastructure to current Washington County and city design standards. Internal road plans include horizontal alignments, vertical profiles, typical cross-sections, and intersection details. We coordinate access connections with UDOT for projects on state highways, preparing access permit applications and traffic impact analyses as required.

Plan Set Preparation for Permit Submission is where all of the engineering work comes together. American Consulting & Engineering produces complete, coordinated civil plan sets organized per the specific submittal requirements of the reviewing jurisdiction — Washington County Public Works, St. George City Engineering, UDOT, or others. Our plan sets are thorough, well-noted, and referenced to current standards — reducing review comments and accelerating approval.

Because American Consulting & Engineering also provides land surveying, utility engineering, development planning, and transportation engineering in-house, we can manage the full technical scope of a development project without the coordination friction that occurs when multiple firms share a project. Homebuilders, commercial developers, and municipalities across Washington County benefit from this integrated approach — fewer meetings, faster decisions, and a single team accountable for the complete engineering package.

Our Process

From Raw Land to Permitted Plans

American Consulting & Engineering's development engineering process moves your project efficiently from site analysis through agency approval and into construction.

01

Site Analysis & Feasibility

We begin with a thorough review of topographic data, existing zoning designations, applicable development standards, and utility availability. This upfront analysis identifies constraints — steep slopes, floodplains, easements, required setbacks — and defines the realistic development envelope before design dollars are spent.

02

Concept / Preliminary Design

A schematic site plan and grading concept are developed to test lot layout against the physical terrain. Preliminary grading identifies major cut-and-fill areas, drainage basin boundaries, and infrastructure routing. This concept allows the planning and engineering teams to coordinate before committing to detailed design.

03

Detailed Civil Design

Our PE engineers develop comprehensive grading plans, storm water management design, erosion and sediment control plans, roadway alignment and profiles, and utility layouts. All design work references current Washington County and city engineering standards and anticipates the specific requirements of the reviewing agency.

04

Plan Set Preparation

We compile a permit-ready civil plan set in accordance with the submittal requirements of the applicable jurisdiction — Washington County, St. George City, Washington City, Hurricane City, or UDOT. Plan sets include cover sheet, grading, drainage, erosion control, utility plans, road plans and profiles, and all required details.

05

Agency Coordination & Resubmittals

American Consulting & Engineering manages the plan review process with relevant agencies — responding to review comments, attending coordination meetings, and resubmitting revised plans. Our familiarity with Washington County and city plan review staff reduces back-and-forth cycles and accelerates approval timelines.

06

Construction Support

Once permits are issued, we remain engaged through construction. We respond to contractor RFIs, evaluate field change requests, coordinate field modifications with agency inspectors, and prepare record drawings at project close-out. Our construction engineering team provides staking and field observation services alongside design support.
