Navigate Entitlements With Confidence
Development planning is the regulatory and procedural discipline that bridges the gap between a developer's vision and the governmental approvals needed to build it. In Washington County, that means navigating zoning codes, general plan policies, subdivision ordinances, and the individual planning processes of multiple municipalities — St. George City, Washington City, Hurricane City, Santa Clara City, Ivins City, and unincorporated Washington County — each with their own application requirements, review timelines, and planning commission procedures.
Zoning Analysis is the essential first step for any development project. Before design dollars are spent, a developer needs to know what uses are permitted on the subject property, what development standards apply (setbacks, height limits, lot coverage, parking), and what entitlement process is required to achieve the desired project. American C&E Utah reviews the applicable zoning code, general plan land use designation, and any overlay or special area requirements to give clients a clear picture of what they can build — and the path to build it.
Preliminary Plat Preparation is the cornerstone of residential subdivision entitlements in Utah. A preliminary plat establishes the proposed lot layout, street network, utility easement corridors, open space areas, and other physical characteristics of the proposed subdivision. American Consulting & Engineering prepares preliminary plats that meet the submittal standards of the applicable jurisdiction, anticipate the questions planning staff and commissioners will ask, and present the project clearly enough to earn approval in the first hearing cycle wherever possible.
Conditional Use Permits and Variance Applications are required when a proposed use or development standard doesn't fit neatly within the by-right allowances of the applicable zone. Conditional use permits (CUPs) authorize uses that are allowed in a zone only upon meeting specific conditions — such as a commercial use in a mixed-use zone, or a density increase above the base zone. Variances authorize deviations from development standards where strict application would create an undue hardship. American Consulting & Engineering prepares complete CUP and variance applications with the supporting documentation — site plans, narrative justifications, and applicable findings — that give these applications the best chance of approval.
Planning Commission Submittals and Presentationsrequire more than just a technical plan set — they require materials that communicate effectively to a lay audience of commissioners and members of the public. American Consulting & Engineering prepares professional hearing packages, attends planning commission and city council meetings on behalf of clients, and responds to questions and concerns from commissioners, staff, and the public. Our team has presented before the planning commissions and city councils of every major municipality in Washington County.
General Plan Conformance Analysis is increasingly important as Washington County municipalities update their general plans to accommodate rapid growth. Projects that demonstrate clear conformance with general plan land use policies are far more likely to earn positive staff reports and commission approval. American Consulting & Engineering reviews applicable general plan elements, identifies conformance arguments, and incorporates them into hearing materials and applications.
Because American Consulting & Engineering also provides development engineering and land surveying in-house, we can begin engineering design concurrently with the entitlement process — compressing the overall project timeline and ensuring that the final plat and civil construction plans are ready to submit the moment planning approvals are in hand.

Our Process
From Concept to Commission Approval
American Consulting & Engineering manages the full entitlement process — from the initial zoning review through conditions of approval tracking — so you can focus on your project, not the paperwork.
Zoning & Entitlement Analysis
We review the subject property's existing zoning designation, general plan land use category, and any applicable overlay districts. We identify what uses are permitted by right, what requires conditional use approval, and what would require a zone change or variance. This upfront analysis tells you what you can build — and what path is required to get there.
Concept Planning
Based on the zoning analysis and site constraints, we develop a conceptual lot layout, density scenario, and access plan. This concept is used to test feasibility, identify issues early, and establish the project vision before submitting formal applications. For large projects, the concept plan may be presented to planning staff informally before formal submittal.
Preliminary Plat Preparation
For subdivision projects, we prepare a preliminary plat showing proposed lot layout, lot dimensions, street alignments, utility easements, open space, and other required elements. The preliminary plat is prepared to the standards of the applicable jurisdiction and submitted as part of the formal entitlement application package.
Agency Pre-Application Meetings
We attend pre-application meetings with city or county planning staff to present the project concept, identify potential issues, and receive early feedback before committing to the formal submittal. Early staff engagement reduces surprises during formal review and helps calibrate the submittal to staff expectations.
Planning Commission Presentation
We prepare complete submittal packages for planning commission hearings — including preliminary plats, site plans, supporting analysis, and staff report responses. Our team attends planning commission meetings to present the project, respond to commissioner questions, and advocate for approval. We prepare compelling materials that communicate the project clearly to a public audience.
Conditions of Approval Tracking
After approval, planning commissions and city councils typically attach conditions of approval (COAs) to their decisions. We track every COA, coordinate completion with the applicable parties, and document compliance for the project record. Unresolved COAs can delay or block final plat recording and building permit issuance — our tracking process ensures nothing falls through the cracks.
